Penelope C. Blair
Penelope C. Blair is the senior estate administration attorney with Okura and Associates, and is the head of our Probate and Trust Administration department. As head of this Department, she supervises four probate associates and also personally handles the more complicated probate and trust administration cases. She graduated from the University of Texas at Austin in 1969 with a Bachelor of Arts in English literature (with a minor in history), received her Juris Doctor in 1976 from the University of California’s Hastings College of the Law, and also received a Bachelor of Science in Accounting (with a minor in computer information systems) from Hawaii Pacific University (cum laude) in 1984. She is a member of the Probate and Estate Planning Section of the Hawaii State Bar. She has over 20 years of experience in probate and trust administration matters, and is able to use not only her legal skills to untangle the many intricacies of probate and estate administration matters, but is also able to focus her accounting skills on the even more detailed and demanding preparation of federal gift and estate tax returns. She has also assisted the firm’s Estate Planning Department by being the primary researcher and drafter of the handbooks for the seminars “Practical Medicare and Medicaid Skills in Hawaii” (HalfMoon LLC, 2004) and “Medicaid vs. Long Tern Care Insurance Planning in Hawaii” (National Business Institute, 2004).
Penny, as she prefers to be called, was born in Texas and traveled North America and Europe with her family as an “Army Brat,” but has now lived in Hawaii for over 30 years. Still devoted to literature, she reads extensively and also enjoys painting, handcrafts, and gardening. Her true passion, however, is overseas travel, which she combines with avid birding in the many exotic places she has seen around the world.
